Eastown Latecomer's Agreement Fails in Bonney Lake

The Bonney Lake city council voted 4-3 to deny passage of a plan that would bring a sewer system to Eastown.

Too much risk and not enough buy-in for landowners ultimately halted Bonney Lake's Eastown utility latecomer agreement, which the city has been working on and planning for in the last several years.

Councilmembers Mark Hamilton, Katrina Minton-Davis, Tom Watson and Randy McKibben voted against the sewer plan at the July 24 council meeting, reasoning that the city might not make back its investment. Mayor Neil Johnson and the rest of the council was in favor.

Development in Bonney Lake's Eastown has stalled in part because of city code requiring all new businesses to hook up to a main sewer system -- which the city does not have.

Building a sewer main will cost approximately $4 million. Landowners have told the city council that developers have shied away from purchasing their property because of the cost of sewer development.

Last year, the council passed a resolution that would allow the city to develop a sewer line and charge parcels for hooking up to it when they develop. Eastown Landowners LLC, the unified group of landowners on the east side, would have contributed $200,000 to the project.
