Sumner Wastewater Treatment Facility to Get Perimeter Wall

Sumner City Council approved plans for a perimeter wall around the city's Wastewater Treatment Facility.

At the August 1 Sumner City Council regular meeting, the council approved a wastewater treatment facility wall bid award and plans to move forward with a perimeter wall.

The perimeter wall around the city’s Wastewater Treatment Facility would consist of 150 cubic yards of cement concrete wall and 11,000 square feet of vinyl sheet pile wall. At the entrance to the facility, there will be a removable wall. In addition, 150 linear feet of water line will be relocated as part of the construction, according to the Sumner city council agenda bill.

"The wall has almost topped by inches over the last few years and if it had there would have been a sort of catastrophe, said Mayor Dave Enslow.

The amount budgeted for the project is $1,320,000.Β 

Four bids were received on June 16 for the construction of the project. The low bid was Pease and Sons, Inc. with a bid amount of $753,632.72.

However, Pease and Sons, Inc. failed to include a subcontractor on the proposed subcontractor form. The city has the ability to waive this irregularity because it did not materially advantage Pease and Sons, Inc. over the second low bidder, according to the agenda bill.

City Attorney Brett Vinson assured the council that Pease and Sons, Inc. were the right contractors for the job.

"I feel comfortable with my analysis and my recommendation is to award the bid to Pease and Sons, Inc.," said Vinson.

The contractors have 50 working days to complete the project and will be done before the next flood season, said Mayor Enslow.

"This will be a good thing for the city and for the sewer payers to have," said Mayor Enslow.
